My sim prefers to swim rather than fish in sulani!

Any time I click on a fishing sign, whether with or without bait, my sim goes swimming instead. If I select fish together or fish with, we all go swimming. Can only fish off of a boat! (just one of many bugs) - I've done repair and clean install, currently no mods or cc - this has happened in 3 separate game/saves.
