My sims can't break up or woohoo

I have two sims that I had as teens they dated and were partners one aged up before the other they stayed partners but romantic actions were not allowed which is fine. But once the other sim aged up to young adult as well they are partners and can preform romantic actions except woohoo. I have tryed all types of locations shower, hot tub, blanket, hot tub, sauna etc. They go though the chat and get excited then reset. I tryed to break them up to see if that would help I have broken them up multiple times they go through the action, the sound and the broken heart appears above there heads but they are still partners and have full love for eachouther. I have restarted the game I have no mods or cc. And other sims in the game can preform woohoo but my two sims can't. Help
