I'm having this issue as well. Everything my Sim has previously knitted, even items that are in the household's wardrobe, are showing as locked. They do not unlock when she re-knits them. I'm able to put the items on the household members in CAS just fine. I'm on PC and don't run any mods, just some CC hair.
Editing to add: nothing that she's knitting for the first time (never completed before) is unlocking, either.
