Outdoor lighting does not light during the day, even when turned on.

I recently made a castle-type lot for the new Royalty pack and the game is considering the ballroom an outdoor room because it has a fence on one side. Since it is "outdoors" the lighting in the room won't emit light any other time but night (even when turned on). Even on a sunny day, it's dark in there because it's closed off on 3 sides, but on a cloudy day or dawn/dusk, it is so dark! I think it's crazy that I can toggle the lights on but yet they don't emit light. I have seen this issue complained about for years, why is this still a thing? EA, why have you not made it so the player can decide if a light turns on or not? There are multiple light controls, why nerf them from dawn to dusk?

    This is currently functioning as designed- outdoor lights will only turn on at night once it's dark outside. Please feel free to provide your feedback on this design choice here if you'd like.

    What is the logic behind adding lighting options (such as on, off, autolight, brightness/color) if the game will not honor the player's selection? I select that the light should be on during the day. The option is there to do so, but yet the game mechanic won't allow it. Don't allow the "on" option during the day, then. Or, don't have dynamic lighting during the day due to weather patterns. If it can get dark during the day, the lights should be able to turn on. It is illogical that the game mechanic would not allow light to emit from lights in any circumstance. It doesn't fit with the lighting controls game mechanic. They are opposing. Why would The Sims 4 still have this problem? I don't understand the point of having lights not emit light. If it causes an area to be too bright, the mechanic is there for the player to turn off or dim the light themselves if they decide it's too bright. The game's on/off/brightness toggle means it doesn't need to decide when light is or isn't appropriate.
