However, Photo Booth photos and Graduation photos turn black after being placed from the Gallery.

This behavior has also been consistently confirmed during several previous updates, where Photo Booth photos and Graduation photos turned black.

Additionally, when Photo Booth photos taken after the update are saved by room and then placed again, the photos still turn black.

This is not a new bug, maybe just discovered by more people since they try to recover photos from the Gallery/Library. 

My game version is 1.120.117.1030 (two updates behind) and this happens to me too. I noticed it while I made a shared backup picture room for my several households. I made a room, moved photos from a household there, saved to Library, then changed to the next household, downloaded the room from the library and put photos from this household there and so on. All other pictures survived the upload and download except my University graduation photos & photobooth photos (I didn't have others mentioned by Crin). They turned black.

My photos were fine before the update but are now all black. At this point this bug will never be fixed I've lost all hope in ever using the camera system anymore.

I have the same issue. Photos generated by the game (not taken with the camera) are turning black when placed from the Library/Gallery. Even photos saved to the Library/Gallery on the current game version (1.121) still turn black when placing the room or lot. To be crystal clear: I am not placing an old backup room or lot with old photos. These are rooms and lots saved just a minute ago on the current game version.
