I have found with my game, that when the household begins to lag behind, autonomy becomes very sluggish.  I also found that saving and then restarting my system cleared it up.  Interestingly, I've found that saving the game, and then exiting out of the EA app, and then restarting my game, It clears up for the rest of my game play session.  I also found that recently Microsoft added an AI adjunct called Game Assist to Edge that supposedly allows for interactive help during game play.  It doesn't work well with the Sims 4.  It was causing occasional game freeze, and causing my game to crash.  If you have this issue, go to system settings/Installed Apps, and uninstall Game Assist.
