Retail store immediately closed each time my sims go there as customer

The retail store from (get to work pack) run perfectly when I run it as the owner and my customer can buy things I tagged . However when I control another sims in another family who wants to go there as customer, the store always closed whenever I go there and all the staff left and the sims I control can't buy anything from it. This happened several updates ago and still do.

I thought the new Businesses & Hobbies Expansion Pack will fix it but the small business retail store is not the same. The things I sold in small business is permanently gone and can not be restock as a regular retail store.  Which is really sucks.
