Scenarios Panel

Whenever I go into build mode during a scenario the scenario panel is removed when returning to live mode and the build mode icon turns grey with the manage worlds icon completely disappearing and also it doesn't let me control my sims but when I reload the game it only fixes the sims not the scenario panel
