you only set how Sims to romantic advances with boundaries. Like if they feel jealous and such. It doesn't prevent them from flirting.

Hi crinrict, I attached a screenshot of what im talking about. My character is exploring romantically despite it being off.
unfortunately your pic doesn't load but it sounds like you're talking about sexual orientation ? That just means they are not open to advances towards the gender they are not attracted too. Sims can just try though, they just will be rejected.
