Sims are always inspired from decor even though there isn't any emotional decor

Doesn't sound like a bug per se. 

Have you tried moving the Sim out and moving them into a different house to see if the moddlets go away ?

First it's important to test if it's maybe a stuck moodlet on the Sim or a problem with the house. 

If it's the house and another household gets the same issue, then there's probably something in your house that you need to find.
