Sims bills aren't being paid since Business and Hobbies update

Hi,

Sims family had bills arrive as normal. But they cannot pay them either by phone, mailbox, computer etc. The option to pay bills comes up. You click it. Sim puts money in mailbox, but the bill is still unpaid. Now the electricity is cut off. 

Moving lots doesn't work. Using a cheat to turn bills off and on doesn't work (the cheat doesn't work at all - like it doesn't exist, and I've enabled cheats). Exiting and reloading doesn't work. Changing families and returning doesn't work. You get the idea - nothing is working, including past fixes etc suggested on this forum and elsewhere online.

Don't have mods or cc. I did download the new Business and Hobbies pack though. Game fully up-to-date too.
