Sims can't discuss Fear of death

Hello there,
I just bought the Life & Death expansion, and neither my CAS sim nor their neighbourhood husband (Brant Hecking) can discuss fear of death with elders or ghosts. However, I could select "Discuss fear of horses," which allowed my sim to conquer their fear of death. I do not own the horse expansion pack. I told a friend about this the other day, and they said they had the same issue, except they do not have the Life & Death expansion, and it was for a different fear (also, I play PC, they play Xbox). They also do not have the horse expansion pack.

Neither of us uses mods or CC.
