Sims can't Woohoo or break up

I'm having some major issues with sim game play! My sims can't woohoo or break up or even insult one another. The action will cue and they will begin the process, and then they will glitch and the interaction will disappear. I turned off all mods and it is still consistent. I've also restarted the game a million times, and tried on different lots. It makes no difference. Please help, I can't play normally with this!
