sims can't woohoo or go on dates

Every single time I try clicking on my Sims to woo hoo or try baby they will talk about it and then their love bar will go up  but then they won't go and do it. Also, it's the same thing for date if I try asking on a date or inviting on a date, they will talk about it, but then it never happens
