I'm not sure what triggers it, but sims are creating randomly generated outfits on their own. I can get rid of them in CAS but new ones reappear.
I think it happens in every category as long as the sim has free slots to create them, but so far I've seen it in swimwear and hot weather outfits. If I catch it again I'll add pictures!
