Sims don't change out of situational outfit

I play sims 4 on my ps4 and I've been adding characters into my world for my sims to interact with and since the latest update, when I take my sins to town the townies are wearing crazy weird outfits that I didnt put them in. I thought I could just fix it if I went into CAS and changed it back. But when I do it doesnt even show the outfit and when I get it to change back it will just change right back after a few minutes playing. I spent a lot of time designing townie characters and making outfits for them so this is really annoying and frustrating.

those are usually situational outfits. I merged your post with the thread of NPCs not changing out of them.

I have townies running around in pirate costumes after pirate day ended, townies wearing festival clothes (city living) after the festivals have ended...

My own sims also never change out of the spa bathrobes unless directed to. I travel home with them from the spa lot, and they arrive in the spa bathrobes, and continue wearing them until I tell them to change. Sometimes when I have them take a shower, they will change back into the robes after, too. Recently I travelled to the library from the spa instead of home, and they arrived in bathrobes in front of the library during a blizzard. It was a bit bizarre. (Is this the same bug, or should it be reported elsewhere? Is this thread only for NPCs or for all situation outfits getting stuck?)

Never seens NPCs in spa robes, though, they wear other random things.
