Sims not married after wedding

This has happened twice with the same safe. I complete the wedding event and the objectives, sims have the marriage license in their inventory but are not married in CAS or in the family tree. In CAS they show up as "partners"

    Just to clarify I was able to fix this through CAS full edit mode but I would like the bug fixed so it won't happen again
