Sims not Woohooing

I have two young adult sims that I just aged up and moved into together. The first time I went to have them Woohoo they talked about it and had the positive reactions from it but did not go actually woohoo. This has been the same for the bed, shower and dumpster so I know it's not bed placement. They have completely full relationship bars. It actually recorded them as having woohoo'd according to their memories. I have no mods/cc in my game whatsoever. Please assist in any way you can. Thank you.
