Sims wont do anything

Everytime I load into my game, my sims will not do anything. I will queue up tasks and things for them to do but they will not move. My whole game is not frozen because my cat keeps moving, the NPC's will still walk around in the world and the time continues to move forward. I have updated my computer and made sure my game was up to date and still nothing has changed. Last time this happened, I left my game alone for a couple days and then came back and it was fine again, but it is happening again now. This happens with every single save I have. I have no CC or mods installed either, so I am stumped at what could be happening.
