Sims won't try for baby no matter how high the relationship is

I have a family that refuses to Try for Baby not matter how high their relationship is, they also both have the family oriented trait.  When I select the Try for Baby interaction they talk about it and both give a negative response and never do it.  They will whoo hoo without a problem.  This has happened with this Sims last 2 partners so it's not the high school to adult Bf/Gf Bug. Playing on PC, mods I have installed are the basics are MCCC, UI Cheats, Carls Dine Out Reload, Social Bunny Fix, Tool and BBB.  The only way I can get her pregnant is to change Risky Whoo Hoo on (MCCC) to 100% have them Whoo Hoo then turn it back off.
