Stalls for short time before continuing

What I generally mean by this is; during the play time of the actual game or even when I'm in the pause menu, the control index within the top right corner of the screen will stop spinning. This is how I know the game has stalled; meaning nothing is currently moving as it should. It'll stall either for a short time or I'd say about five seconds.

Personally, I use the PS4 still, I know. Every other game I hold on the console, works just fine, no stalling. I know it can't be the console, or the storage because games like Minecraft and Persona 5 Royal work just fine without issue. It's ONLY the Sims 4.

I'd also like to note that whenever clicking on any stove, refrigerator, or grill within the game, it stalls before any of the options show up. It's sorta why I kinda avoid trying to have any Sim cook or get food. It's a pain, but this is where stalling also occurs.
