Starter quests keep restarting.

The starter quests (ex. Navigating Needs, Lifelong Aspirations, You and Your Phone, etc.) keep restarting after I've finished them. I tried finishing them a second time, and I get the error that I've already claimed the rewards, and the quest will just pop back up again a few minutes later. I've tried deleting the quest, and it will just come right back.

This has only been happening since I installed the new Business and Hobbies pack. I do not play with any mods, though I do sometimes use cheats (move objects and such, nothing huge). It's even happening on my old Sims games that were started long before the pack was installed. Every few minutes, the quests all come back.
