Tattoos locked themselves, max level skill.

My sim maxed his tattoo skill.

Moved to a new lot and hired an extra worker and a bunch of the tattoos locked themselves stating I wasn’t at the right level. 

No mods.

No cheated skills. 

How do I get these tattoos to unlock again?
