Tending Tattoo Table Doesn't Work

My sim just opened up her tattoo parlor, and basically it's a cafe set up on the ground floor and then tattooing upstairs. If my sim offers tattoos to sims it works no problem but if she tends the table they NEVER ask for one. Obviously this is SUPER ANNOYING and it would be great if this was fixed. I think it has to do with the table not being on the same level as them, but that shouldn't matter.
