Townies ignore room type and opening hours in Business and Hobbies

I created a brand new custom small business (tattoo and bar) and home on Comfortably Canalside lot. Did the classic - make a household, move into empty lot, register business, build house. Had no problem with assigning room types. However, immediately after finishing the build and going into live mode and pressing play for the first time since loading into the lot, about twenty townies turned up, despite the business not being open, and walked right into the house, ignoring both employee and private restrictions. There is no way to get them to leave, no prompt in the action wheel, nothing. It seems like even they can't leave on their own. I tried travelling to other lots with the whole household, the townies followed me, but after arriving seemed to snap out of it and got back to their normal activities. But when I returned back to Canalside, more turned up. Now there are about 40 townies randomly trapped in my lot, despite it being private and closed and more keep coming. 

I am using cc, but only buildbuy and cas items, nothing that should affect play in this way.
