why wont the gallery work for console?????

i have serios issues with the gallery IT NEVER WORKS!!!! i have tried deleting and redownloading prayer nothing works all i would like is to share my builds/sims with the community and download and use the build from the community but cannot because the gallery never works now it saying my library is full but its all stuff from maxis........im so confused this is the best and worse game ever....... lots are hard to place or will not place at all from the library or gallery again i have memory i have downloaded it 3x this week seem to git worse because now it saying library is full and server issues i give up
