Have to reinstall maker packs each time I open the game

I have a Xbox Series S. Every time I open the game, I get a message that says I need to reinstall the maker packs or the items used in my current game file will no longer be there.

So far, I have been going into the game (without the packs installed), go to marketplace to reinstall the maker packs, and restart the game after receiving the prompt.
