Sorry to have to break this to you.
With the new rewards system, the new plant is unlocked at 500 crowns (whereas the old one unlocks at 300).
it is NOT unlocked at 250 as you believe.

this is just one more in a string of anti-player, cash-grabby updates. Instead of giving new, fun content and better rewards that make players feel excited, heard and appreciated like other successful game franchise updates, they give us the same old content with worse rewards and more grind - making players frustrated and feeling robbed and disillusioned.
- @apollos712 I concur with this... since the new update, I wanted to accept some level of understanding for the logic behind the new system. But now that the overall Arena amount needed to unluck a new plant (meaning 500), it seems like a much more strenuous goal to acheive, consicering the benefit of a free guantlet on the first round is no longer available.
@awtessman - exaaaactly. And did you notice the last pinata that had the new plant in it (tomb tangler) had more than double the usual number of common/other plants, making it harder to get seed packets that way also. So now if you want the new plant, you have to gring more... running out of gauntlets (and need to spend $), buy the cash pinatas (more spend), or get more pinatas (more spend). They also used to have 2 other gem pinatas throughout the month - now only one. and let's not forget that the daily pinata party event now costs gems to replay for the same crappy plants. What are they giving us in exchange for their greedy anti-player updates? Nothing that i can think of. I had been waiting for electric pea shooter packets and was going to buy that plant and level it up... but i just couldn't give them any more money with this shamelessly greedy update. I'll live without electric pea shooter. I'm free-to-play ONLY now with these jokers... and we'll see how long that lasts.

I hope everyone has been watching the STORE. I had already picked up 100 Tomb Tangler seeds before the event began by watching ads. Now TT seeds are back in the store for ads again.

Hmm, a very good catch, I missed this one.I will make a post and ask the question to the PvZ-team over on sub reddit and see if I get any answers but be prepare to accept the usual disappointment as It is not the first time EA/PopCap changes the goal post in mid game.EDIT:
@DJKFreeman10 I mixed up the number of crowns and the seed packages, probably just like you did.
The new plant IS unlocked with 250 seeds but to get this amount of seeds, you will need to reach 500 crowns.
The math for adding up is below the image.
From the image above, you can see the Tomb Tangler seeds rewards, there are
5 seeds at 5 crowns.
10 seeds at 15 crowns.
15 seeds at 30 crowns.
20 seeds at 100 crowns.
50 seeds at 150 crowns.
150 seeds at 500 crowns.
(I originally thought this was 100 but after having unlocked my plant, I can confirm it is 150 seeds)
So the total amount of seeds you get on reaching 500 crowns is:
5+10+15+20+50+150 = 250 seeds
