Pv z 2 is the only game I having issue on. I've removed and readied card several times. I've even purchased Google play credit. Shows up everywhere but this particular game

The problem is your game, there are many people who have this error due to their lack of attention to pvz2. Don't try to blame Google Store or Apple.
I have the same problem and it has not been solved, I even contacted Apple, they gave me a refund for the plant that I did not receive but it still won't let me buy anything with real money and I want to take advantage of the Black Friday offers.
All those who have this error try to change the language of their cell phone, I had it in Spanish and I changed it to English and it is now solved. I hope it works for you
