Texture tearing

Summarize your bug Textures pop out and create lines across the screen. It is nearly impossible to see where I am going or even where I am sometimes. Other games work just fine. I've tried altering settings, performance mode and nothing fixes the problem. The game doesn't have a vsync setting and all Xbox and TV drivers are up to date. Xbix one x, TV: Samsung 8 series uhd with HDR 10+. No Dolby vision support.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Launch the game, happens in opening cut scene.
What happens when the bug occurs? Textures stream across the screen in ugly gray black lines. Some move or flash in and out other look like walls that can be walked through. Attached screenshots
What do you expect to see? Perfect image, yeah.
