Update: resting brought the droid back, although I'm uncertain if the original issue still exists since I had rested before checking for the droid when I initially posted. Feel free to close if un-reproducible.

@dragon-aries This is typical for scavenger droids: they don't reset for a while, perhaps not until you fast-travel away and back and/or wait a certain amount of time. What I'd suggest is saving at the nearest meditation point, then if you don't catch this droid on the first try, exiting to the Main Menu (without saving) and reloading. That way, you won't need to wait for the droid to respawn.
As for killing the droid itself, I have one suggestion in case you're stuck:
SpoilerI believe one of the enemies nearby can throw grenades, so wait until he tosses one at you, then catch it and throw it at the droid.
