A log out and back in puts it as a client side issue, otherwise everyone will be the same if server side
You can monitor your pings with say pingplotter when playing as seen below to see if it is affecting network somehow.
Run this when you play initially see if it has any affect , I play for hours from Australia on harbinger, no game play issue recently for me.
Gumbles ping plot does show packet loss all the way down the hops after he hits the international link
