What you describe at this link sounds like some form of vsynch tear
Switch between fullscreen and fullscreen (window) mode and see if any difference

Vsync can only be turned on or off in fullscreen mode
Glad to hear it is better
I do know there have been a lot of reports with video drivers having stutter for example and the latest windows release.
Hopefully future windows/driver patches will help stabilize these sorts of issues.
What do you know about the stutter? can you just roll back drivers? Cause my desktop appears to be stuttering. I get over 100 fps but its like the game is skipping>?

I rolled back one driver already. which helped significantly. But i still feel like its not totally smooth. It could be all in my head now. the last driver was hurting my eyes. This is better.
