The only thing I can see in the dxdiag is window update issues is this why your still on 14393.rs1_release_inmarket.170906-1810

Best way forward for the update issue is to open a command prompt as administrator and type initially 

sfc /scannow 

let this run looking at the dxdiag it will find errors to correct.

With Swtor issue, nothing obvious but I can see you use teamviewer as there is a crash for it as well.

as test close it down properly before running swtor for testing

and do the following

right mouse click on the game shortcut and select properties

then go to the compat tab and tick run as administrator and disable fullscreen optimisations

see if this has any affect on this delay issue.
