Ps4 sims 4 saying download to play and wont let me download

Question

On my sims 4 on ps4 , when i try to play my sims, all of the extra packs say download to use and then when i got to download it says already downloaded , so not allowing me to to play it. This happened after i switched ps4’s. Any new packs that i buy are able to be used but not the ones that i purchased on the other playstation. Please help. Also this is through the store purchase, not disc

Every since i bought a new playstation my

sims 4 packs say there already downloaded and then when i get on the game it says download to use. I dont know what to do and need help. Im on a playstation.
