Have you picked your specialty? You have two,to choose from, a special agent and a metro police officer officer. One will allow youth to build the interview room and the other will allow you to build the patrol car.
Has your sim also reached level six? If so and you can't choose a specialty then you probably need to contact support. You can do this by clicking on the question mark located in the game menu. You can only choose a specialty when your sim is at level six in the occupation.
You do not need to be a VIP to build the squad car. What message are you getting?
You might have forgotten to tap on the flashing icon over a building, house, or venue to complete the building process. That would be the reson for getting a message that you need to be a VIP to build the squad car, since you can't have more than one thing under construction at the same time unless you are a VIP.
If you are sure you have completed the building process of other buildings or venues by tapping on the pulsing circle, then you need to contact support. You can do this by tapping the question mark selection in the game menu.
