Did you try the relationship event so that this sim started the event as well as other active sim starting the relationship event? 

If you still have this issue in your game, @Ea_Sanah was requesting IDs to investigate more. Please see her instructions to contact about this issue.

    I did the relationship event such that the stuck Sim did the relationship event. I didn't do it such that other Sims did the event. I sent Sanah a message. Thank you for linking me with the other thread
