I’ll keep those two traits in mind along with the non committal trait, when seeing reports of Sims refusing proposals, however, my Sims didn’t have those traits either. The sim who said no to the proposal has the geek, genius and family oriented traits. The sim who proposed has the loves the outdoors, creative and active traits. These are traits I use quite often and I’ve never had a sim say no when the relationship was as high as it was. From what I can remember, I’ve only had one sim say no in all the times I’ve played and in that case the friendship wasn’t that high. Ever since then I’ve always made sure my sims have very high friendship and romance before proposing.

Yes, both friendship and Romance levels are important. It seems to me that there are a slight chance of denial if both are not at 100%. I base this on the experience of it being easier to get accepted the higher they are. BTW. Family oriented trait also seems to play a role but in the opposite I do however have little evidence to base that on.
