Yes, I spent over an hour fiddling with all the options. Tried it all in Low, Medium, High (Didnt try Very High, laptop isn't the best), tried it with Post Processing on and off, and Laptop mode on and off.
The only thing that fixed it was to just play it in Fullscreen or Windowed Fullscreen.
Also, it is only in Live Mode/Build Mode. It ran with no blur during Create a Sim. Forgot to add that before, sorry, it was quite late.
Computer specs if needed: Samsung RV520 laptop with Intel i3-2310M CPU, 2.10GHz, 4GB of RAM and Intel HD Graphics 3000. Only trying to play on Low/Medium settings with Laptop Mode and Vertical Sync on.

Might be more of a tech issue. I'll leave it here for now to see if more reports are coming in.

Hi,
i've got a similar problem. All the image seems completely blurred. I tried different settings, but nothing change.
The frame with CAREERS, ABILITY, RELATIONSHIPS etc... looks fine.
Is it possible to attach some screenshot of my game? In order to let you know better what I see...

Did you try laptop mode/ the retexturing thing or whatever it's called ?
Mine is really blurry on fullscreen mode. I don't understand. My monitor is set to 1920x1080 and my game was set to that but I lowered it to 17 by something like the one before 1920 res option and in fullscreen it just gets really pixilated or blurry and the screen is bouncing. I don't understand what's going on but when I am in windowed mode, my picture is clear. My graphics card is fine.
