Here is a quote from SimGuruBChick, on the announcement thread in the forums:
"If you already own The Sims 4 on PC, you will be able to activate the Mac version at no additional cost (and vice versa). If you don’t already own The Sims 4, you can buy it at any time and then activate the Mac version when we make it available in February."
