Did you try to promote your sims one lvl up by using the cheat and see if he would go from lvl 7 to lvl 8. It could be a temporary glitch. If it works, you could downgrade it back to lvl 6 and try to get the promotion again. This is not a solution, but you are not loosing anything by trying. If it is something really temporary, this could help you. 🙂 I look around the net for problems like yours.

I hope this would work for you, because I did look around for another way of resolving that problem and the only other solution was reinstalling the game. Not repairing it, but 100% uninstalling and then installing it.
With the cheats you will get every achievement that you would playing normally the game.
Btw, if this did not work with only one level up, use the cheat until you are the highest level of the said career, then quit the job. After that go to the computer or the panel and made your Sims get the same job. For some players the bugged Sims started the job from the same level that he was previously, when the bug appears.
