Yes, these barrels are on my home lot. I didn't even think about using another lot to train. I wish I didn't have to do that as it is a bit of inconvenience, but it may be a temporary fix for now!
Update: Using barrels on another lot did fix this issue, but I would still like to see this worked on if possible.
I had the exact same issue - every time I used the barrels, the dog would run up without fail. My sim would get an interaction to pet her queued up, the horse animation freeze but skill gain would continue until I cancelled the interaction with the barrels.
It happens with the jumps too, but the animation doesn't freeze and the dog interaction is just autonomously cancelled. It only seems to happen if the items are on the home lot.
Edit - the dog's traits are smart, active, playful.
Happened to me with a kitten.
Kitten came running & wanting attention whenever barrel practice started, which made the horse & rider freeze in place until I canceled the practice from the queue (canceling the kitten in the queue did nothing).
I ended up getting rid of the kitten shortly after it grew up (because it would not stop interrupting my sim who was trying to paint). By then I had also switched to off lot barrels to train my horse.

The same thing is happening to me, but with cats. Barrels are on my lot, which is the Canter Cottage lot (but I placed a different lot there from the Gallery). Sim is mounted to horse and they're running barrels, and when the cat comes near they just stop and sit there.
There are two cats in the household, and this happens with either one.
