If you put these "once engaged" couples in the game from your library, and play them, do you get the option for them to elope immediately, and if they do, can they actually complete a marriage ceremony? Is the same thing true with planning a wedding and having a marriage ceremony successfully complete in front of guests?
If they do complete the marriage ceremony through either method, does the game recognize them as married, ie, no longer able to be married to someone else via story progression?
If you use MCCC, can you delete all relationships, have them first kiss, become girlfriend/boyfriend, and propose again to have the game recognize them as truly engaged? If you are able to do this, does the game then still try to marry them off to a sim they were never engaged to via story progression? If you are able to get the couple re-engaged through this process, do they show the same inability to be changed to some other state through CAS that you noticed when they came out of your library as previously engaged. If not, how do the newly engaged couples differ from what you were seeing with the library couples?
Can you verify the same problem exists in a game save that has never had mods, after letting the game generate a new saves folder in a game without mods, and putting the library sims into that never had mods game? Do you get the same results as above?
Your answers to these questions will help to more clearly identify what is happening, and whether or not what is happening should be classified as a glitch.
edited to ask one more question: If you use MCCC and delete all relationships, can you then save the couple to your library and put them back into the game and then successfully change their state inside CAS to your desired configuration?
