Gardener never shows up. No warning, just doesn't come.

How often does the bug occur? Every time (100%)
What is your current game version number? 1.109.207.1020
What expansions, game packs, and stuff packs do you have installed? Everything up till the last year or so. I don't have Horse Ranch, Growing Together, For Rent. I don't have the very latest stuff/kits.
Steps: How can we find the bug ourselves? I click on a plant and say hire gardener or hire a one time gardener service. Nobody will show up at the scheduled time. I haven't tried hiring a recurring gardener.
What happens when the bug occurs? The gardener never shows up.
What do you expect to see? The gardener show up and garden.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
