Thank you so much for answering! I took the mods folder out and the glitch went away. so i took out everything that I thought was causing the problem, any mods other than the clothes, hair, etc. and the same problem occurred. im not sure what could be causing the glitch

PS i also tried repairing the game as well and playing around with the settings for the cc in game, but nothing has worked

Try taking half out, test the game, keep splitting until you find the broken CC/mod.
