Dine Out, Can't Edit Restaurant Menu

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.62.67.1020
What expansions, game packs, and stuff packs do you have installed? All EXCEPT: Jungle Adventure, StrangerVille, Vampires, Toddler Stuff, Kids' Room Stuff, Spooky Stuff
Steps: How can we find the bug ourselves? Place a restaurant lot from the gallery or from your personal library, click the "edit custom menu" button.
What happens when the bug occurs? The white window where you are supposed to select the menu items pops up, but it's completely blank. There is nothing there to choose, just the button to "accept" or "close" the window. If you click the "edit custom menu" button again, the window doesn't pop up. If you click it a third time, a gray shadow/overlay will go over the entire screen, but still no white item select window. Sometimes this causes the game to freeze, requiring alt + F4, sometimes it does not cause it to freeze, and you can use the esc key to close the gray overlay and exit the game.
What do you expect to see? A window where I can select specific items for the restaurant's menu, populated with all the food/drink options available, and the ability to choose the items I want and confirm/accept it as my custom menu.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I haven't tried to edit any restaurant menus in quite some time, it has been several patches, several months, probably 6 or more, since I last tried to change any restaurant menus, so I'm not sure when this problem actually started. I did notice that it puts out a lastUIException file every time:

I tried disabling all CC, deleting the caches and repairing the game files, but the problem persists.

    I think I figured out what was causing it. I had started a new file, and had no "played" household. As soon as I made a "played" household, I was able to edit the restaurant menus again. I'm not sure why this would be the case, but at least I found a fix for it. Thanks for the suggestions, though.

    Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199

    You won't loose anything. Just make sure to not delete any files  and make a backup.

    After renaming, repair your game by right clicking on the game in Origin.

    Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.

    • Options.ini (or just re-set all your settings manually)
    • Tray Folder
    • Screenshots/Videos/Custom music
    • Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
    • Custom content like clothing, hair, skins, make up ....
    • Mods (one by one, making sure they all still work)

    The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.
