@MiCkEy3333MoUsE  Yes, you can upload your content, or your whole Sims 4 game folder (in Documents\Electronic Arts) and then download it again if you want.  The best practice though is to launch the game once on your new computer without adding any new content, so you can have a look around and make sure everything works.

When you're satisfied, it's generally better to redownload the mods you want, checking each page to make sure a given mod is confirmed compatible with the most recent patch.  Then you can test in-game before you add your saves.  Other than mods, you'll want to copy over the Saves and Tray (saved library items) folders; most of the rest of the files in the Sims 4 folder are extraneous and will be replaced by the game as needed.  Here's a complete list of everything in that folder:

For the actual uploading process, just right-click on a folder, select Compress, upload to google drive (or wherever), then download and unzip them on your new computer.  Any version of Windows or macOS will be able to extract .zip files without your having to install any other software.
