The best combination of price and payment options, as far as I saw, is laptopoutlet.co.uk, although some sites hide their options more carefully. This laptop is the cheapest good option, with a 256 GB solid state drive, which is still kind of small but will fit Sims 4 and however many packs you want comfortably enough, with room for browsers and other small apps. While its graphics card is integrated, it's still enough to run the whole game on medium settings; you might be able to turn a couple up to high, depending on how many packs you install and what kind of framerates you like to see.
These two have the same specs, except their processor is one year newer and a bit stronger. I would pick one of these over the previous one if the site offered a payment plan, although I'm not seeing one.
If you really want a lot of storage, this one has a 1 TB mechanical hard drive, although an HDD is significantly slower than an SSD. Sims 4 will run the same though, once it's loaded. This model otherwise has the same specs as the first one.
Finally, for £480, you could get a significantly stronger processor, a faster integrated graphics card, plus 512 GB of SSD storage. I know it's a bit more than you want to spend, but I figured you might want too see. The best options up to £450 are all pretty much the same as the ones in the above links, with no significant upgrades in hardware other than maybe more storage.
