@Tiegan2005 Please disable Discovery Quests and restart the game. This setting is on a per-save basis, so you'll need to do it for each save you test.
If that doesn't help, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just start a new save and let me know how it runs.
If the new save is affected too, please run a dxdiag and attach it to a post.

If the new save is fine, copy one of your existing saves to the new folder, but nothing else yet. Since you're copying rather than moving the save, you don't need to worry about missing content—the original will be intact in the old folder while you experiment with the new copy.
