Your save files have nothing to do with your mods folder? The Save remembers the CC that you had at the time you last opened it but if that CC is removed it's 100% gone from the save file and your game once you load the old Save. The CC isn't contained within the save file at all.

Also, never delete the game directly unless there's no other possible solution; try repairing the game first.

Check your Recycle Bin on your computer for your deleted save file. If it isn't there, then you'll probably have to start a new save file.

It's possible to use control-z as an undo command on Windows but if you've done enough things since that deletion command it's possible that you can't get back to that option to undo it (also it should go to your Recycle Bin in that case, unless the file is too large, then it should warn you before deletion, and in my experience Save files shouldn't get that big.) This is the only thing I can think of and it's risky because it will completely undo the reinstall you just performed in all likely hood.

I recommend in the future that you always make copies of your relevant files in other folders (you can create one on your desktop or somewhere else, just not within the Sims 4 folder that the game uses) after each game session and don't override them unless you're happy about what happened during your game play; so for example if you need a soft reset to before you started playing the game, you can delete the new file after closing the game and replace it with the old file. If you're unsure how you feel, then save the newest save file in a separate folder and make a note about what the difference is between them. In this way you can have easy access backups of your Save Files, your CC, and if desired, your Library.

Don't have a cloud backup of the Sims 4 directly; backup your copies instead so it can't interact with the saves while your game is running. However, keeping a copy in the cloud via Google, OneDrive, etc. can guarantee you'll have access to your save even if your current PC goes down. You can also copy your Save File onto a thumb drive of course (and CC depending on how much CC you use.)

I don't understand why you think you can't download any new CC though. As long as you have an internet connection, you should be able to download it?

If your Mods folder is missing (which is odd, the game should create a new one for you, but it's okay) then you can replace it by creating a new empty Mods folder. From there you just need a Resource.cfg file which the game should supply you with but if it doesn't, I'm pretty sure you can find them online. If not, you can create one like this.

Open the empty Mods Folder, right click with your mouse, and select New from the menu. Go to the drop-down menu on the right and select New Text Document. Open the file and paste the below text into it.

Then go to File in the top left corner and under the drop down menu there, select Save As.

When the new save window opens up, select Save As Type and select All Files from the drop down menu there, then rename it as Resource.cfg because you don't want the txt extension. Click the Save button and there should be another new file with that exact name and a thumbnail image of a notepad instead of a plain lined sheet of paper (at least on Windows 10.)

Someone else may know how to really dig into the computer code and retrieve hard deletions but I'm not that experienced and IMHO if you saved your favorite Sims and Lots periodically into your Library/Gallery then you can get the most relevant things from the save file and migrate them into a new save; it will just take more time to set it back up again. If you dislike all of the premade Sims and lots then you could potentially find a nice "Base Save" online where they're removed and use that instead.

Incidentally, it's a good habit to delete the LocalThumbCache.package file periodically. That's the main cache file for the game, unless they've changed that recently.
